Indian Patent Statistics
A total of 760 patent applications have been published in the 48th issue of the patent journal. Out of the 760 applications, 106 applications account for early publications while 654 applications account for ordinary publications or publications occurring after the 18-month period. A total of 427 applications have been granted this week thereby marking a decrease of about 209.42% in total grants as compared to the preceding week.

The invention more particularly describes a mobile water floating irrigation system, wherein solar energy capturing units are mounted in such a way on the floating body so that it can be moved in the solar energy’s direction and capture the maximum solar energy. Submersible pump fixed to the rear side of the floating body, wherein it can be moved up and down using a pulley arrangement and a specially designed clasp system to keep it safe from water debris. The mobile irrigation system has the advantage of being workable with the receding water level of the rivers too. The said irrigation system is convenient in implementation, flexible in installation and easier in use. “Mission RakshaGyan Shakti” – A new initiative by the Defense Ministry of India
Defense Minister, Nirmala Sitaraman launched a new drive called the Mission RakshaGyan Shakti on 27th November, 2018, in New Delhi. The drive aims to encourage and create a self-sustaining system in the defense sector, with respect to IP rights, especially that of Industrial Designs. The government’s primary aim is to increase the number of design applications in the country in order to cut the costs of technology transfer from other countries. Another objective of this Mission is to train professionals, from various PSU’s, in IP Rights and Applications. The government has also set up “IP Cells” at three different levels of hierarchy. These IP Cells will work alongside the Directorate General of Quality Assurance (DGQA).
Government of Karnataka to unveil a virtual marketplace for IP
The Government of Karnataka is working to create an online marketplace which will consist of a database of all inventions and ideas. This blockchain-based system will create a platform where investors who are interested in the invention can meet inventors and buy, license or trade ideas. In order to have an invention listed in the database, the invention will have to undergo a novelty and feasibility test. Once the invention has satisfied the criteria, it will be entered in the online database, after which, investors can request access to the idea in order to use the same.
IP Awareness Seminar held in University of Kashmir
The Central Council for Research in Unani Medicine (CCRUM) and the Regional Research Institute of Unani Medicine (RRIUM) organized a seminar in the University of Kashmir, on 29th November, 2018. The purpose of the seminar was to promote, spread and create awareness of Intellectual Property Rights among innovators, with regard to Unani Medicine. The Additional Secretary of the Union Ministry of AYUSH, Pramod Kumar Pathak was the Chief Guest, in the two-day event.

Abbott Laboratories in yet another turmoil, this time over a stent patent
Abbott Laboratories has been accused of infringing a patent, originally granted to FlexStent, a California based company. An infringement suit has been filed in the US District Court of California. The Patent, bearing number US 6,187,035 and titled “Vascular stent”, is said to be in issue, according to FlexStent. The company has blamed Abbott for unauthorized selling of its patented stent, Xience and is therefore claiming both damages and royalties. Abbott had previously been accused of infringing a patent related to a catheter system, however, due to absence of jurisdiction, the case was discharged.

China adds 4 new cities to its National Innovation Demonstration Zone
China, recently added 4 cities, namely, Lanzhou, Baiyin, Ningbo and Wenzhou to its National Innovation Demonstration Zone. This move displays that China intends to move towards a system that offers unprecedented modernization in laws, policies and inventions.
National Innovation Demonstration Zone was originally set up in the year 2009, in Beijing. These zones are placed under liberalized policies that boost and favor innovation. Policies are designed in a such a way, so as to provide easy administration, incentive options, improved protection of inventions through strong intellectual property laws and enable easy transfer of technology. These zones will primarily have favored policies in order to create an innovation hub.
USPTO unveils 2018-2022 Strategic Plan
The U.S. Patent and Trademark Office has released its 2018-2022 Strategic Plan, the first under new Director Andrew Iancu. The Plan has three specific goals – Optimize Patent Quality and Timeliness, Optimize Trademark Quality and Timeliness and Provide Domestic and Global Leadership to Improve Intellectual Property Policy, Enforcement, and Protection Worldwide
